Innovative Digital Terrestrial Multimedia Broadcasting System

THE BOARD OF THE MINISTRY OF INFORMATIZATION AND COMMUNICATIONS of TATARSTAN, KAZAN, 30 JAN 2018

An exhibition of the latest developments of the IT industry in the Republic of Tatarstan designed to automate socially significant sectors of the economy took place on January 30, 2018 at the Kazan College of information technology and communication (MCC-KTITS) within the final Board of the Ministry of information and communication of the Republic of Tatarstan.

The exhibition presented unique projects, including the RAVIS project: "Organization of digital radio and television broadcasting in FM-band", as one of the innovative projects of the Republic of Tatarstan in 2017.

The President of the Republic of Tatarstan R. N. Minnikhanov, Minister of communications and mass communications of the Russian Federation, N.. Nikiforov, Minister of Informatization and communications of the Republic of Tatarstan R. A. Shaikhutdinov, the President of the PAO "Rostelecom" by M. E. Oseyevsky, General Director of "Mail of Russia", N. R. Podguzov, Deputy Minister of civil defense and emergency situations of the Republic of Tatarstan, Slepushenko O. A., as well as key Ministers and heads of various agencies and departments attended the meeting.

The RAVIS technology demonstrated to the participants of the Board stable operation on the air only on one allocated frequency in digital format of five regional radio stations provided by the state TV company Tatmedia. The number of radio stations broadcasting on one frequency can be increased from 5 to 10-12.

In addition, at the meeting of the Board there was a demonstration of:
- broadcast of a standard-resolution television program (broadcast on the same frequency of video content with demonstration on the screen of a smartphone and tablet (without the use of the Internet)). Inside the RAVIS digital receiver there is a Wi-Fi access point through which the audio or video content received from the air is transmitted to the smartphone or tablet.
- transmission of sound programs in high-quality multichannel (5.1) format;
- transmission along with the radio messages of warnings of civil defense and emergencies.

Full-scale tests of RAVIS digital broadcasting were successfully carried out in the Republican center of Ministry of emergency situations in Kazan and in the Ministry of internal affairs and demonstrated not only the possibility of digital broadcasting, but also the effectiveness of the technology in the warning system of civil defense and emergencies in the territory of the Russian Federation.
