ORTC – ASSOCIATION of REGIONAL TELEVISION COMPANIES, IZHEVSK, UDMURTIA

In 2015, a non-profit partnership "Association of regional TV companies" was established to support regional television, and it is ready to use the RAVIS technology in more than 90 cities of Russia.

On April 27, 2016, a joint Regional Conference of the South of Russia "ORTC" and the Association of TV and radio Companies of the South of Russia "ATRC" took place in Nalchik. Fifteen TV companies attended this Congress.

Currently, the "ORTC" mail-out base includes about 60 cities. Each of these cities has its own private television company with all the necessary facilities for the preparation and production of local news television programs. There is a constant dialogue with everyone about the prospects of local, as a rule, urban broadcasting with local news. In case of adoption of the development plan, all 100 + cities are ready to join.

As a rule, all local companies broadcast on an analog frequency, either STS, or RenTV, or TNT, or TV3.

In 2015, the State Commission on radio frequencies allocated frequencies in the ranges of 65.8-74 MHz and 87.5-108 MHz to the Moscow Institute of physics and technology and the non-profit partnership "Association of regional TV companies" (ORTC) for the creation of pilot zones in Izhevsk, Kaliningrad, Kazan and Krasnodar for the deployment of the RAVIS experimental digital broadcasting. Test zones were deployed in Kazan and Izhevsk in 2017-2018.

As a result of the implementation of the RAVIS work results, the efficiency increase of the frequency resource in the range of 30-300 MHz by at least 10 times is expected, and as a possible consequence – the release of the frequency resource for other national economic needs.

Regional broadcasting networks will be able to provide their subscribers with such additional services as standard and high-definition television, multi-program and multi-channel audio broadcasting, additional multimedia services (weather forecast, traffic, emergency notification).
