THE STAGES OF making AND DEVELOPMENT OF A DIGITAL BROADCASTING SYSTEM based on RAVIS

Stage 1

Making an information television broadcasting method, 2000 Dvorkovich A.V., Dvorkovich V. P., Zubarev Yu. B, Sokolov A. Yu., Chernov Yu. A. RF Patent № 2219676, 08.11.2000. The method of transmission of information television. The first patent that initiated the making of the RAVIS system. The invention relates to the technique of television and sound broadcasting and is intended for use in the distribution of information programs in mobile networks. The technical result achieved in the implementation of the invention consists in the uninterrupted reception of the television program and/or stereo sound broadcasting in multipath and rapid change of the field phase structure during traffic.

The research team led by doctor of technical sciences, prof. Dvorkovich V. P. began developing the RAVIS system.

Stage 2: THE RESEARCH WORK.

1. Topic: "Developing an audiovisual information system using a narrow-band communication channel for mobile subscribers". Video-M Code. Financing of scientific and experimental development from the Russian Fund for technological development.
Stage 1: Developing computer programs for encoding audio-visual information according to MPEG-4 and AC-3 standards, computer codec implementation.
Stage 2: Developing computer programs for channel anti-interference coding and OFDM-modulation.
Stage 3: Making an information system equipment complex and its testing.
Stage 4: Full-scale testing of the information system model for the mobile subscriber.
Stage 5: developing projects of Russian and international standards of audiovisual information system.

2. RFFR project № 04-07-90055. “Study of the transmission of stereo information through narrow-band communication channels”.

Stage 3: THE FIRST SYSTEM MODEL IS MADE, 2005.

The first model of the system was made with the use of interest-free financing of SI "Russian Fund for Technological development" of the Ministry of industry and science of Russia on the topic "Developing an audiovisual information system using a narrow-band communication channel for mobile subscribers "(code "Video-M") in 2003-2005.

Stage 4: FIRST TESTING IN MOSCOW. "RUSSIAN RADIO" TRANSMITTER ON THE NIIR BUILDING, SUMMER 2005.

A model of RAVIS was made in order to test the basic characteristics of the system, and its full-scale tests were carried out. The Moscow transmitter of the Russian Radio channel with a capacity of lEMC than 200 watts was used in full-scale tests of the system. The maximum remote point at steady reception was at a distance of 21.5 km from the transmitter.
The receiver of the system was installed in a passenger car; the reception was carried out with a whip antenna 43 cm long, located on the roof of the car. The vehicle movement track was recorded using the global positioning system (GPS) installed in the vehicle.

STAGE 5: FIRST PUBLICATION OF TEST RESULTS – JOURNAL OF BROADCASTING, 2005.

The first in the world practice proposal for the implementation of digital multimedia broadcasting in VHF band was set out in the patent of the Russian Federation № 2219676 with priority from 08.11.2000, which in accordance with the description provided for the possibility of broadcasting information television containing dynamic color images with stereo sound.
The results of making a model of the system and its full-scale tests were first presented in the journal "Broadcasting. Television and radio broadcasting", 2005, №5: V. P. Dvorkovich, A. V. STAGE 6: INTRODUCING THE SYSTEM IN ITU-R (RUSSIA'S CONTRIBUTION TO ITU ON THE ESTABLISHMENT OF THE AVIS SYSTEM).

INCREASE OF THE BAND 8 (VHF) UTILIZATION EFFICIENCY Annex 1. Description of the Digital Mobile Multimedia Broadcasting System AVIS.
The further development of this system reflects in Russia's contribution presented on 6M working group (document 6M/150) at the ITU-R study group 6 conference in Seoul, South Korea, in August 2006.
The conference adopted a liaison document for working group 6E (document E/430), which indicated that the system was a candidate for inclusion in the ITU-R Report 2049 and the new recommendation draft "Broadcasting of multimedia and data for mobile reception on adjustment devices". Stage 7: THE RAVIS SYSTEM IS RECOGNIZED ON INTERNATIONAL LEVEL.

According to the research results, more than 20 Russian contributions to the international telecommunication Union (ITU) and to the Committee on electronic means of communication (EMC) of the European conference of post and telecommunication administrations (CEPT) were developed. Based on these contributions, ITU-R and EMC Reports were developed, including a description of the RAVIS system and its characteristics.

On the basis of contributions of Russia in the framework of the mentioned international organizations, the materials about the RAVIS system was included in the Report ITU-R BT.2049 "Broadcasting of multimedia and data applications for mobile reception" and BS.2214 "Planning parameters for terrestrial digital audio broadcasting systems in VHF bands", in EMC Reports 117 "Managing the transition to digital audio broadcasting in frequency bands below 80 MHz" and 141 "Possibilities for future digitalization of band II". A new ITU-R BS recommendation has been developed.1892 "Requirements for advanced multimedia digital terrestrial broadcasting services in Bands I and II".

STAGE 8: RESEARCH (THE FEDERAL AGENCY FOR SCIENCE AND INNOVATION) 2008-2010.

The subsequent active promotion of the development is associated with the implementation of R&D "Development of a system for encoding audiovisual information and its transmission in a narrow-band channel for mobile consumers", executed under a contract with the Federal Agency for science and innovation in 2008-2009.

State contract number 02.514.11.4082 for R&D:

"Development of a system for coding audio-visual information and its transmission to a narrowband channel for a mobile subscriber", code 2008-04-1б4-15-03-005

Funding by the Federal Agency for science and innovation.

1. Stage: Selection of research areas; necessary calculations and tests.

2. Stage: Production of hardware-software model of the system, laboratory studies. Comparison of the results of laboratory experiments with the results of calculations and mathematical modeling.

In 2009, the work was highly evaluated by the Customer; it was proposed to submit documents for further implementation in the framework of R&D. However, the implementation of this proposal was impossible due to the liquidation of the Federal Agency for science and innovation.

STAGE 9: THE DECISION OF THE STATE COMMISSION FOR RADIO FREQUENCIES, 19.08.2009.

At this stage the GRCC Decision RF No. 09-04-03 from 19.08.2009 and a Resolution of Roskomnadzor № 480-09-0643 from 22.09.2009 were adopted for radio frequency use (central frequency 66,86 MHz, a transmitter power of no more than 1.0 kW) – for field in-situ tests of the model system RAVIS in Moscow and in Sochi of Krasnodar Region.

The purpose of the tests is to assess the coverage area of the RAVIS system at mobile and stationary signal reception, the specified modulation modes (16-QAM and QPSK) and the transmitter power up to 1 kW.

Stage 10: CONDUCTING FIELD IN-SITU TESTS of the RAVIS SYSTEM MODEL IN MOSCOW AND IN SOCHI OF KRASNODAR REGION, 2009 - 2010.

According to the Decision of GRCC No. 09-04-03 of 19.08.2009 from August, 2009 to April, 2010 field tests of model of RAVIS system in Moscow and in Sochi of Krasnodar Region were carried out.

Full-scale tests of the model of the RAVIS system in urban conditions of dense development in Moscow, as well as in mountainous terrain in Sochi.

The results of the field air tests of the audiovisual real-time information system RAVIS have been recognized as successful, and the goal has been achieved. The RAVIS model system testing proved the system’s readiness for further development, carrying out development work and the introduction of appropriate equipment into production and operation.

STAGE 11: the RESULTS of the RAVIS SYSTEM FIELD TESTS APPROVED by the DECISION of GRCC No. 10-08-05 FROM 23.08.2010

The decision states that "the results of the studies have confirmed the possibility of using the RAVIS system, which can significantly improve the efficiency of the frequency spectrum and implement:

  • multi-channel audio broadcasting;
  • video programs broadcasting for mobile consumers and television broadcasting in sparsely populated areas;
  • making of multimedia systems;
  • making of single-frequency mobile broadcasting networks along highways and railways;
  • making of public air warning systems;
  • integration of Russia into the global telecommunications system.

Stage 12: RF PATENT № 2441321 "DIGITAL MOBILE NARROW-BAND MULTIMEDIA BROADCASTING METHOD ", 2010

GRCC recommendation to the Ministry of industry and trade on the conduct of R&D.

The Radio Frequencies State Commission has decided to assign to GRCC the radio frequency bands 66-74 and 87,-108 MHz for the development of radio electronic means (RES) of the RAVIS system and the organization of the relevant R&D.

Stage 13: THE RUSSIAN NATIONAL STANDARD DEVELOPED AND APPROVED

From August 2009 to April 2010, additional improvements and field tests of the RAVIS system model were made in Moscow and Sochi. As a result, the Russian national standard was developed.

In February 2011, the Federal Agency on technical regulation and metrology of Ministry of industry and trade of the Russian Federation adopted a new national standard GOST R 54309-2011 "REAL TIME AUDIOVISUAL INFORMATION SYSTEM (RAVIS). Processes of formation of personnel structure, channel coding and modulation for the system of digital terrestrial narrow-band broadcasting in VHF band. Technical conditions" (order No. 22-st of February 24, 2011 with the date of entry into force of September 1, 2011).

STAGE 14: THE RECOMMENDATION OF THE WORKING GROUP №6 "SPACE AND TELECOMMUNICATIONS" TO JOIN "SKOLKOVO", 2011:

The project "Making of the Russian mobile multimedia broadcasting system RAVIS" was approved on March 1, 2011 by the Working group №6 "Space and telecommunications" of the Commission under the President of the Russian Federation on modernization and technological development of Russia and recommended for inclusion in the program of the Federal innovation center "SKOLKOVO".

STAGE 15:

Another four standards defining requirements for transmitters, receivers, content servers and metrological support of the RAVIS system were adopted, 2011-2013.

1. Russian standard GOST R 55686-2013: "Audiovisual real-time information system (RAVIS). Digital modulator. Basic parameters and technical requirements".

2. Russian standard GOST R 55687-2013: “Audiovisual real-time information system (RAVIS). Control radio set. General technical requirements.”

3. Russian standard GOST R 55688-2013: "Audiovisual real-time information system (RAVIS). Content maker. Data transmission structure and protocols".

4. Russian standard GOST R 55689-2013: "Audiovisual real-time information system (RAVIS). Norms and methods of metrological support".

STAGE 16: OOO "NPF SAD-COM" BECOMES A RESIDENT OF "SKOLKOVO" with the RAVIS PROJECT

The aim of the project is to replace analog broadcasting in VHF band with digital broadcasting. IT cluster, April 2013.

STAGE 17: DEVELOPMENT WORK (MINISTRY OF INDUSTRY AND TRADE), 2011-2013

In 2011, the state Contract №11411.1006800.11.031 was concluded between the Ministry of industry and trade of the Russian Federation and JSC "SPC "NIIDAR" for the implementation of R&D "Development of basic technology for the making of unified modules of receiving and transmitting telecommunications equipment to provide the system of mobile multimedia broadcasting RAVIS", code "RAVIS" (May 11, 2011).

On the basis of this contract, Contracts No. 1-06-11 and No. 2-06-11 between OAO "NPK "NIIDAR" and FGUP GRCC were signed for the implementation of the component parts of the R&D "Development of transmitting and receiving modules for the digital terrestrial narrowband mobile multimedia broadcasting system RAVIS", the codes "RAVIS-GRCC" and "RAVIS-IT" (10 June 2011).

STAGE 18: PNIER (MINISTRY OF EDUCATION) 2015-2017

AGREEMENT NO. 14.581.21.0015 ABOUT THE GRANT.

The Ministry of education and science of the Russian Federation and the Moscow Institute of physics and technology (state University), the recipient of the subsidy, within the framework of the Federal target program "Research and development in priority areas of development of the scientific and technological complex of Russia for 2014-2020" (journal of the meeting of the Competition Commission established by the order of the Ministry of education and science of Russia dated 26 may 2014 №588, dated 07 September 2015 № 3/17), have concluded this Agreement as follows:

"The Ministry of education and science of Russia provides a subsidy from the Federal budget to the recipient of the subsidy for financial support (reimbursement) of the costs associated with the implementation of applied research and experimental development (hereinafter PNIER) for the lot code: 2015-14-582-0068 on the topic: "Development of software and hardware for terrestrial video information broadcasting systems and communication of mass and special applications using a limited frequency resource" (application code "2015-14-582-0068-001"). Unique identifier PNIER RFMEFI58115X0015.

STAGE 19: THE DECISION OF THE STATE COMMISSION FOR RADIO FREQUENCIES ON THE ORGANIZATION OF EXPERIMENTAL ZONES

At the GRCC meeting, held on October 16, 2015 (Protocol No. 15-35), the decision was made "about the organization of experimental zones of the digital broadcasting system RAVIS".

In order to facilitate the introduction of new technologies and taking into account the need to improve the efficiency of the radio frequency spectrum use, GRCC assigned to non-profit partnership of regional television support "Association of regional TV companies" and the Moscow Institute of physics and technology a band of radio frequencies of 65,8-74 MHz and 87,5-108 MHz for carrying out experimental and design works of the RAVIS system broadcasting in Kazan, Krasnodar, Izhevsk and Kaliningrad.

The results of experimental and design work shall be submitted no later than the fourth quarter of 2018. The radio frequency bands assigned by this decision shall be used for a period of three years from the date of this decision.
